Evaluation of the sustainability of school-based accountability models

Obando Ekesa, Cynthia Awuor and Glenn O’Neil carried out this evaluation of  school-based acccountability models in Kenya. The evaluation evaluation employed a mixed methods approach that included theory-based and participatory approaches; a total of 379 respondents were reached in 15 schools visited for data collection. The evaluation prompted further reflection on the sustainability of the models as detailed in this blog post by Integrity Action.

Evaluation of Global Health Days 2019-2023

Owl RE carried out this global evaluation for WHO on their Global Health Days; using mixed-methods, data collection included a review of campaign evaluation dashboards, a resource analysis, key informant interviews and focus group discussions, an online survey, and case studies of two Days, – World Blood Donor Day and World No Tobacco Day – and one Week, – World Immunization Week.

This evaluation served both accountability and learning purposes, supporting WHO’s responsibility to stakeholders, including Member States, the Executive Board and participants in WHO-led global health campaigns. Recommendations focused on sustainable improvements in coordination, measurement, and learning.

Evaluation of the IOM Development Fund

Owl RE carried out this evaluation of the IOM Development Fund in 2024-2025. The evaluation was structured around the six OECD-DAC evaluation criteria and evidence was collected through a document review, project proposal analysis, meta-evaluation analysis, reconstruction of the Theory of Change (ToC), online surveys and onsite visits to Albania, Kenya, Maldives, Mexico, and Sri Lanka. In total, 357 IOM staff, external stakeholders and MS representatives provided feedback for this evaluation.
